After Zhang Yue served in Hebei for a period of time, there were rumors in the officialdom that he would be transferred back to Beijing to take over an important position. However, Zhang Yue's former driver and secretary were suddenly taken away for investigation, and Zhang Yue was also rumored to be under investigation. In addition, Guo Wengui gave Ma Jian gifts during festivals ranging from 100,000 to 200,000 yuan, and up to 600,000 to 700,000 yuan, totaling more than 3 million yuan; when Ma Jian was on a business trip abroad, Guo Wengui provided foreign currency for Ma to shop or pay for things. He also decorated Ma Jian's house, made custom suits and leather shoes for him, paid rent for Ma Jian's daughter studying in the United States, and arranged travel for Ma Jian's family. He was very attentive. Ma Jian and Zhang Yue, who received huge benefits from Guo Wengui, also spared no effort to return the favor and used the powerful public power granted by the state to help Guo Wengui attack opponents, seize personal gains, resolve disputes, and clear channels.

By making friends with Ma Jian and Zhang Yue and using their special power to seize wealth, Guo was invincible; the security force represented by Ma Jian and the public security and judicial power represented by Zhang Yue provided Guo Wengui with identity cover. Before Ma and Zhang were investigated, no photos of Guo Wengui could be found in public information in China, which once created a mysterious aura of Guo Wengui with a deep background and great power.
