Isn't this seriously messed up?

This is just unbelievable, isn't it? A 76-year-old man receiving a pension of 60,000 yen a month applied for welfare assistance, and the city hall apparently told him, "That's not possible, please go get a job." Isn't this seriously messed up? Someone who's paid taxes and insurance premiums their whole life can't even have the bare minimum of support in old age. Is this really a country where you can "face your later years with peace of mind"? Where did the taxpayers' money go?What have the government officials been doing? They are drawing handsome salaries, after all.
