⚠️【緊急關切】劉昭陽將於國際特赦盧森堡分會（Amnesty International Luxembourg）發表演講，我們呼籲主辦單位立即取消其出席

我們是一群關注性別正義與人權的人士。近日得知，劉昭陽（又名刘中奎，Instagram 帳號 @siamoqueer / Pie Formosa）將以講者身分，參與由國際特赦組織盧森堡分會（Amnesty International Luxembourg）主辦的六四相關紀念活動，我們深感震驚與憂慮。

劉昭陽長期自稱與「雪餅案」當事人黃雪琴與王建兵為「親密友人」，並以此身份在國際場合爭取同情與政治庇護。但根據「Free Xueqin 黃雪琴 & Jianbing 王建兵」官方帳號近日發表的聲明，此說法純屬捏造。劉昭陽並非兩人的朋友，也不是「雪餅案」的直接受害者。聲明更指出，劉曾以「支持受害者」為名與當事人發生性關係，被黃雪琴與王建兵驅逐。

更令人關切的是，劉昭陽過去在華語民運圈與女權社群中，已遭多位當事人公開指控性騷擾與操弄式關係。這些案例早已在中國 MeToo 運動中被揭露，且非單一事件，而是長期、結構性重複的行為模式。

我們認為，國際特赦這樣一個以人權為核心的機構，不應為一名多次被揭露、卻從未負責，並持續以「網暴受害者」、「女權獵巫對象」為名自居的行為人提供發聲平台。這樣的行為不僅合理化錯誤訊息，也有可能造成當事人的二次創傷，並損及公眾對人權工作的信任與支持。

因此，我們呼籲 Amnesty International Luxembourg：

1. 立即取消邀請劉昭陽參與之活動；

2. 公開說明事件背景與你們的處理立場；

3. 停止為顛倒是非、藉「政治血饅頭」謀利者背書；

4. 傾聽社群與受害者聲音，維護人權價值的基本誠信。

我們重申，中國的人權與 MeToo 運動，不容被披著人權外衣的政治掮客利用、挾持或代表。
希望各界擦亮眼睛，勿再讓加害者偽裝成受害者。

Urgent Concern Regarding Liu Zhaoyang’s Involvement in Amnesty Luxembourg Event

Dear Amnesty International Luxembourg,

I'm writing to express grave concern regarding your upcoming event featuring Liu Zhaoyang (also known as Liu Zhongkui, Instagram @siamoqueer / Pie Formosa), who has been invited to speak.

Liu continues to publicly present himself as a close friend of Huang Xueqin and Wang Jianbing, the two individuals at the center of the widely known “Xuebing case.” This false claim has been explicitly denied by individuals familiar with the case, including the Free Xueqin & Jianbing campaign, who released a public statement to correct this misinformation.

More troublingly, Liu Zhaoyang has a documented history of serious allegations, including multiple accusations of sexual harassment and abuse from individuals within feminist and activist spaces. Several survivors have come forward publicly, and their testimonies have formed part of China’s MeToo movement. These are not isolated accusations but part of a repeated pattern of behavior.

Given this context, we believe that platforming Liu Zhaoyang under the banner of human rights and justice not only risks legitimizing his false claims, but also retraumatizes victims and undermines the integrity of your organization.

We call on Amnesty International Luxembourg to:

1. Immediately cancel the upcoming event featuring Liu Zhaoyang;

2. Conduct a transparent investigation into the concerns and allegations raised against him;

3. Refrain from promoting individuals who misrepresent their affiliations with human rights defenders for personal or political gain;

4. Publicly clarify your position and actions taken in response to these concerns.

For survivors and advocates who have long fought for justice, it is profoundly painful to see their stories co-opted and manipulated by someone accused of causing serious harm.

I urge you to treat this matter with the seriousness and urgency it warrants.
